The other great lesson of Washington, DC is you can't get in the government buildings without a photo ID. Surely, we wouldn't want anyone near a polling place that we wouldn't trust in our wonderful beehives of the public sector.

There is no recouping costs from customers unless government is involved. If FedEx tries to charge more UPS will take their business. Only when government (EPA, OSHA, DOT, etc.) mandates are imposed on ALL of the providers of goods and services are the costs passed on.
