Schools should stick to teaching biology, not interfering with sex education. If an adequate biology class existed, many children would fully understand the physical consequences of sex and the fact that once they engage in sexual activity, all bets are off. In regards to the psychological side-effects, that should be left up to the parents, or an elective psychology class that many schools now offer. But to label any sort of sex as safe is a blatant lie. It's comparable to telling kids that if they wish to smoke, choose a light cigarette, even though on the package is says that the cigarette will still give you cancer the same way a full strength cigarette would.
