It is not that they cannot, but the odds are against it. For my money, I will visit a physician and or surgeon that is the brightest and the best (which, when it comes to diagnostics is highly correlated). It is a matter of neuroanatomy, some of us have an overall superior neural network with a higher than average efficacy in our hippocampal nuclei (in particular). Nothing personal, but average is ok in a grocery store manager or a plumber (both honorable careers) but not in my providers!!

Krauthammer is close to the mark in his assessment of the basic intellectual skills needed to complete training and show true competence in the "professions". In my own doctoral training as a psychologist it was a common-place to discuss similar intellectual thresholds (of course, informally amoungst ourselves due to the political incorrectness involved) such as FSIQ (full scale IQ on one of the Wescher instruments) requirements to survive the rigorous training characteristic of medical school and law school. The rule of thumb was (and I professionally believe still is) a minimum 120 FSIQ for the study of law and a 130 FSIQ for the medical school. Our failure recognize this in our PC culture is tragic.

The real "emperor's new clothes" issue is that if SS would have maintained it's original "nestegg" supplement purpose, this debate would not currently exist. The program expanded to cover "disabilities", surviving children of deceased parents (monthly stipents and full college tuition)and other entitlements that were made in the spirit of compassion without the wisdom to recognize the program was NEVER intended to accomplish these laudable...yet expensive goals. Many "so-called" disabilities are out and out fraud and a child's future ought to secured my parents with the foresight to adequately insure themselves..as I did.
