Let's take a totally hypothetical situation. Let's say that some day autism is shown to be caused by birth control pill use. Would this mandate open the federal government up to a multitude of lawsuits because they are requiring that birth control be included in medical insurance policies?

This is to be expected. Al Gore showed his true colors at an early age when he was in Viet Nam. He asked to be released from his term of duty early so he could enroll in the seminary to study for the ministry. He went one semester and then quit. I can not respect a person who uses God for his own purposes and not God's.
"Even a 5th grader can see that revenues will go down due to the recession, so deficit spending almost has to take place during these times." Even I, as a 5th grader, knew if I earned less this year from picking strawberries and beans, that my spending was going down and so was my savings. Why is it that decreasing spending never even enters Democrats' minds?
