If a company could make more profit doing something else, they would do the more profitable task. If the government decreed that profit would be a small number, what incentive would there be to invest in developing new products? Before you say "Great! No more weapon development!", remember that would also mean no more protective gear development. And who is going to keep other governments from developing more powerful weapons?
