The Declaration says "pursuit of happiness", not "achievement of happiness". Big-G is measuring the wrong thing. It is confusing happiness with contentment. What does Big-G propose to do when people are unhappy, let them eat cake? Unhappiness and dissatisfaction are the greatest motivators (e.g. Revolutionary War) for real change. The United States was founded on the idea that everyone should be allowed to pursue happiness. There is no guarantee anywhere that you will be happy. Barring infringement on personal rights, there is no reason anything should stand in your way to pursue happiness.
