Easy: have a smaller pool of people looking for work. The jobs added is actually VERY anemic and doesn't even keep up with population growth. You would need twice that number to even start. The way your president is going, pretty soon unemployment will be zero because no one is looking for a job. They either have a govt check or have otherwise checked out of the job market. You won't like the landscape at that point.
