That's quite an oversimplification of what cabinet secretaries are supposed to do. Certainly, they are to carry out the wishes and even speak for the President. But they are also supposed to run entire departments and carry out the policies, in some case establish the policies, of the United States. There area some basic technical, managerial and leadership qualifications beyond simply parroting the President.

Secretary of State Hillary Clinton shouted louder when asked about the Obama administration's story last fall that the September 11th attack on the U.S. ambassador's quarters in Benghazi was due to an anti-Islamic video that someone in the United States had put on the Internet, and thereby provoked a protest that escalated into violence.
