Howard Zinn’s book is not part of the standards—this is a figment of Ransom’s imagination. Most of the reading content is left to the states. The common core does require that students read classic myths and stories from around the world, America’s founding documents, foundational American literature, and Shakespeare.

The core covers Reading & Language Arts and Math. Gender studies would not be part of any curriculum

More than 10,000 people provided comments on early drafts including teachers and parents.

One of the goals of the core is to equip students with the skills of critical reading and research. This is something that Ransom could certainly use.

The Feds couldn't "make" states adopt the 55 mph speed limit, mandatory seat belt laws, or lower the drunk driving limit to .08 but they did. How? By using blackmail. Any state not adopting the Fed "recommended" standards did so at risk of losing Fed tax dollars to fund transport projects.

IIUC what the Feds are doing is they will give states a waiver from NCLB (though I don't think there is actually any provision in the law for these waivers) if they will accept things like Common Core.
