First, it is Phil Jones. Second, the 2000-2010 was even warmer than the 90's Third, he did not "create" the graph, it comes from measures of temperatures and done, initially by Michael Mann. It has been replicated with many different proxies. Fourth, the temperature records are measure of anomalies--departures from a long-term average. They are not absolute temperatures. So removing "cooler" regions would not necessarily lead to cooler temperatures. In fact, since the greatest warming is seen in the polar regions, removing them leads to a cooling bias. Finally, Phil Jones and others have been investigated by no less than 5 different groups. Every one has said that the accusations are baseless.
