It sounds like your idea is that we build homes for children, like olden-days orphanages, and put them there if their parents fail drug tests? I suppose that is a starting idea. Though generally my mother would have passed drug tests, she couldn't often get drugs--not really available much where we lived without reliable transportation to the city. Usually she was just drunk or hung over. But alcohol is certainly legal, so I don't think you could have taken me away based on that. So--what then?
