Some States delay printing ballots until the last minute & then it doesn't have time to get there & back. There is also the issue of postmark dates. It often doesn't get a postmark til it arrives back in the US, sometimes after the acceptable date, so they are thrown out.

The next president of the United States must do right by our men and women in uniform. Our troops put their lives on the line to protect our right to vote, but untold thousands of them were unable to cast their own ballots on Tuesday. For shame.
