Congress should be bypassed since they will not do what Obama wants. Obama is our ruler, and what he says goes. Congress is simply an advisary body for the president, and it is up to him to decide whether or not to take their advice. But if Congress continues to fail him, Obama is within his rights to dismiss them as the non-entity they truly are.
Obama needs the ability to kill Americans who are a threat to the collective. The only way we can promote progressive ideology is to be able to remove anyone who disturbs the tranquility of the movement, and drone strikes can do this efficiently. The tests on targets overseas has been successful, that is why it is great that drone flights have started domestically.
Who would have guessed that one of the most warmongering presidents would be a liberal Democrat who was awarded the 2009 Nobel Peace Prize? Obama has gotten away with a secret escalating drone war because the left and their fifth column in the media have mostly turned a blind eye, just like they have with Obama's expanded ground war in Afghanistan, not wanting to criticize a fellow leftist in power. Obama is not the pacifist he pretends to be. The executive branch's escalating drone strike program has been taking place in secret now for over 10 years, all ostensibly justified...

But the Constitution is what makes the president an Emperor. It gives him powers the Romans knew as consul, censor (the executive does the census), imperator (comander in chief), princeps and pater patriae (head of state), and tribunitia potestas (veto). The only difference between him and a Roman Emperor is he doesn't dress as cool and has a term-limit other than being assassinated by the Praetorian Guard.
