One issue here is that you you cannot file long form to include deductions unless your deductions equal a minimum percentage of your Adjusted Gross Income. If they let you file any deductions over, say, $1000 or $500 and not an arbitrary percentage of income, more people would be able to reduce their tax bite. It wouldn't be a lot, but some people would be happier to get a few more $$ back at the end of the year. But that would only make a little more sense than things do now. But then the bottom 45% of eligible taxpayers paying 2.7% of total tax revenues doesn't make sense either.
