While I agree with you that Bush was not a fiscal conservative, it was after the midterms of 2006 when the democrats took over that the spending really began. It's not rocket science, have a look at the stats. Still Bush didn't have to sign the spending into law, but I think he was a bit intimidated by the media and the dems pushing for all that spending.
