The income tax is collected from the payroll. The sales tax is collected at the cash register. Disagree all you want- those are not the same point in the revenue stream.

In both cases, the tax is collected and paid by businesses. The amount paid is based on salary and profits for the Flat Tax and based on sales for the FairTax.

I’m at Hillsdale College in Michigan for a conference on taxation. The event is called “The Federal Income Tax: A Centenary Consideration,” though I would have called it something like “100 Years of Misery from the IRS.”
