I think you misinterpreted her statement. The 17.8% black figure refers to the percentage of the minorites made of up blacks, but was not intended to mean that blacks make up 17.8% of the 34.1% total percentage of minorities in the federal workforce. I know it sounds like the same thing, but what it means is that the percentage of blacks of the TOTAL federal work force is 17.8%, not that the percentage of the minorities which are black is 17.8%, which would mean 17.8% of 34.1%, which as you pointed out would be somewhere around the 6% figure which I assume is correct without checking your math.

2) Only in America could people claim that the government still discriminates against black Americans when we have a black President, a black Attorney General, and roughly 18% of the federal workforce is black.
