It takes away the "Crazy House Republicans don't care about the nation and whether it defaults" argument and totally focuses attention to the Senate and the lack of a budget. Plus the public would likely (enthusiastically) get behind the idea of no-pay for no-work idea of tying the budget to congressional pay. I strongly suspect Boehner is WAY sharper than he gets credit for.
