Accurate, until the last paragraph. Banks were required to make loans based on race, regardless of credit worthiness, in order avoid being accused of discrimination. They were forced to make high risk loans. In other words, they were prohibited from discriminating based on credit history and risk when it came to protected groups. Could it be some of these neighborhoods were red-lined for economic rather than race based reasons? We are all paying the price.
