Mr Barone's article doesn't even mention the explosive growth of SSI (Supplemental Security Income). SSI is for persons who have been adjudged to be disabled that have either never worker or did not work enough to qualify for SSDI. Unlike SSDI, SSI is totally funded by general tax revenues. Many, if not most, SSI recipients have qualified due to some aledged psychiatric disorder. Most SSI recipients, who are supposed to have few assets, were previously on cash welfare (TANF). Unlike SSDI, they automatically qualify for Food Stamps and Medicaid.

I've encountered this several times in my job. I've heard youth talking about getting "my check" and wondered what check. Come to find out, many of them are deemed disabled/handicapped in the form of learning disabilities. It's almost like an entire system is set up beginning in grade school with the "ADD" kids. Get an MD and a psychiatrist in on it and the kid winds up with a script for Ritalin and a "check". By the time the kid hits ninth grade or 18 years old (whichever comes first) he's got his own kids getting a "check". In these households you have grandma, mom, kid, and grandkid all getting a "check". JOB? We don't need no stinking job!

In my home state of PA, a family of six on straight welfare (TANF) receives $614/month in cash, plus food stamps (SNAP) and medicaid. A child on SSI (of which there are hundreds of thousands in my state alone) receives over $700. Some families may have 3 or 4 children on SSI and they all receive the $700+ per month. There is a HUGE incentive for parents to get their children on SSI (often called crazy money). This is in addition to adults trying to get SSI/SSDI. Where does it end???
Americans are very generous to people with disabilities. Since passage of the Americans With Disabilities Act in 1990, millions of public and private dollars have been spent on curb cuts, bus lifts and special elevators.

The idea has been to enable people with disabilities to live and work with the same ease as others, as they make their way forward in life. I feel sure the large majority of Americans are pleased that we are doing this.

But there is another federal program for people with disabilities that has had an unhappier effect. This is the disability insurance (DI) program, which...
