An aspect of government style in Houston that is lost to many outsiders, is that, while the municipal government has been Democrat for some time (and will continue to be so), the county government (Harris) has been Republican. During Katrina, both entities worked together, quite successfully, to coordinate relief efforts at the Harris County Domed Stadium, better known as the Astrodome. I have not heard any reports of Detroit housing non-hurricane Sandy refugees.
