The unfunded liabilities are not debt yet. They are liabilities that will lead to future deficits that will add to the debt when they are paid (if they are actually paid). Now they are just projected future costs. There is of course no doubt that they will drive future debt increases, as there is no way they are all going to be paid for with future tax revenues
