Actually you are both wrong. You cannot fill the glass to the top of the ice, because ice is less dense than liquid water and the top of the ice will rise above the top of the glass before the water reaches the top of the glass. The proper experiment would be to partially fill the glass with ice (say about 80% full) and then fill the glass with liquid water that is at about 32 degrees F. until the ice all floats in the water . Then mark the height of the top surface of the water and observe the water level until the ice has all just melted.

The DC Circuit ruling isn't etched in stone yet. It is likely that the full panel which is heavily liberal leaning will reverse the decision after which the issue will most likely go to SCOTUS. Obama is likely to be in retirement before the final ruling is made. Honorable and honest Judges would reach the Initial DC Circuit conclusion, but there are far to many judges that ignore the clear wording of the Constitution and laws and rule based on personal ideology, and not based on the Constitution,

So you favor having your blue state Government select the Senator that is supposed to be representing you and your state's interest. Illinois currently has one D and one R Senator. Imagine if polar ice never melted, but rather always increased in magnitude. Eventually sea levels would fall and the large masses of polar ice might cause a shift in the earths axis with likely more devastating effects than any amount of melting.
