John, You may be right, but only if the Congress authorizes the spending. Last time I checked the Congress, not the President sets government spending levels. The House Republicans may have erred in their effort to get Harry Reid and his Senate Democrats to pass a budget. What if they just held the line and only agreed to spending levels in the budget that they have passed? If Harry and his crew didn't agree, then they could pass new spending bills that authorized even less spending, until Harry and Obama got the message. But I dream.
