There was never much of a "lockbox". The Social Security Administration was always required to invest the money in US government notes--in other words, the Social Security Administration lends the government money, which is used to fund general spending. The government's repayments of that money pay Social Security benefits. It's basically a Ponzi scheme that depends on a growing population and a growing economy.
