The contributions to the problem by Bush and by Clinton appear to be confused if not reversed. I remember this problem starting under Clinton and his T Secs. and remember Bush trying to stem the flood but failing to get by Democrats in Congress. I thought it was all part of the plan to win the Cold War for Communism or some other form of Socialism. Pressure is building for the opportunity to be the first one to rule the world, literally. Bill wants the job. Please reexamine his part in this problem. He/his may have master minded it. I think they did. Remember how 'bright' they were?
