Wouldn't a tax on consumption really help reduce taxes on high income people? Poor people would pay really high taxes because they consume much more as a percentage of income than rich do. Rich and other high income people spend lots on labor which can be looked at as other than consumption although it really may be consumption. I don't see this working. People so inclined avoid taxes if they can. Very few people pay close to what they actually owe because they do not know what they actually owe. A few don't care what they actually owe.

Once again, I see the fallacy in your thinking- poor people spend a higher percentage of income than rich people do.
Well, yeah, they do.
But the prebate section of the Fair Tax means that NO ONE pay the Fair Tax on their spending up to the poverty level.
A family of four, earning (and spending) $29,000 per year will have an effective tax rate of zero.
No how is that that "fair"?
