Ponder this. Even if say congress approves an act of war or aggression, does that necessarily mean that it is right? Or does concensus now create fact and now constitute the difference between right and wrong. A gang can by concensus decide to beat the holy nonsense out of someone. Does that concensus then justify and make legal the beating?
