Lots of separate, ITEMIZED appropriations, ON RECORD. THAT is how priorities are to be managed. An amendment to this effect is a nice dream. Add to it that no single vote can appropriate more than number of dollars to which 1000 ounces of gold equates. (On the order of a billion dollars). Start each year with "First billion for NORAD, second billion for NORAD...") See who will stand up and oppose strategic defense as a top priority. And by the way, when there's no support for more funding of something, the billion-dollar votes run out of support. No deal to get one side all it wants and get the other all it wants, crushing the taxpayer. Hey, a man can dream...

The game in Washington continues.  Half-time is over and the players are back on the field.  Here we go again.  The Democrats have kicked off and it looks like the Republicans are trying to run it back.  Let’s see if this time they can play a little hardball.  Obama has got to play defense, let’s see where it goes.
