In that period, a mechanical device such as a pump was well regulated when it was functioning optimally. They certainly did not mean highly restricted by the government. Neither "well" nor "regulated" would have been used in that context 200 years ago. Well regulated = peak shape, performing optimally. The founders wanted a well trained, experienced, at the ready citizen led militia.

It's Wednesday and at 11:45 this morning, President Obama will unveil new plans for gun control through executive order while surrounded by children. He's expected to call on Congress to ban semi-automatic "assault" rifles and high capacity magazines holding more than 10 rounds of ammunition. He'll also ask for universal background checks.
