According to your own statement, Rubio's parents were not capable of passing Natural Born Citizen of the US status until 4 years after Marco was born. There is a difference between a natural born citizen and a citizen. It has to do with natural law, a person naturally takes on the citizenship of their parents. Natural Born Citizen of the US status means that BOTH parents were US citizens at the time of the child's birth. Merely being born in the US does not give a person Natural Born status. Time for you to reasearch what Natural Born actually means and then you need to go reread your US Constitution. Don't get side-tracked on all the misinformation websites. There are very good reasons why the Natural Born clause is in the US Constitution.
