A "stemwinder" is an older expression describing a political speech where the speaker is very enthusiastic, gets the crowd on its feet cheering. Maybe it includes a connotation of a long speech.

That's what I understood it to mean. It's an expression from the days of spring wound watches with short duration. It means a speech so long men had to wind their watches again during it lest they run down & stop.

I think it does refer to the days of windable watches, but I think "stemwinder" is refering to getting people "wound up".
