When the economy is booming we don't have spending problem because revenues increase. When the economy is lagging we don't have a spending problem because to cut spending will hurt the recovery, When the economy is running smoothly we don't have a spending problem because everything is in sync. Please advise at what level of deficits you will finally acknowledge there is a spending problem.
