During part of my Career we had the Skills Qualification Test (SQT), each year it had a variety of forms and a changing pool of exam questions, the test (for the most part was closely guarded, and units were not given the test they were only allowed to know the general subject areas. If schools were given that same general subject area information and the test was administered by a third party, like the Department of Education (it would be nice if those bozos actually had to EARN their pay), teachers could not teach the test and test integrity could be maintained. Anyone in the Dept of Ed found to have compromised the exams would be summarily fired.
