Gentle Readers, 1. The ethanol program was a decision made during the Clinton Administration by then EPA Director Carol Browner. It was decided to use ethanol as an oxygenate in gasoline as an alternative to the chemical ETBE. 2. The ' airline bailouts ' were relief for the airline employees and industry after the government shut down the entire national commercial air system following the 9-11 attacks.
