Neither the Democrats nor the Republicrats want to go over the "fiscal cliff" because that would entail real spending cuts to the federal government. They are going through this bit of political theater to frighten the mindless 47% into begging congress to kick the can down the road once more. They will, of course, reluctantly announce a compromise, and comply. Betcha.
