It is simple these elitist rich are trying to buy political influence and an exemption to the taxes and regulations that their competitors will face. In the case of Gates look to recent history. He was pretty much non political until Microsoft came to the attention of the Dept of Justice for monopolistic business practices he learned very quickly to buy influence. Buffet owns a rail road that hauls oil that othewrwise would be moved by the KL-pipline also ows about 100m in taxes.
If you had to pay the true cost to ride I doubt you would be a rider.

The endangered species act has been used as a blunt weapon against the private sector and property rights many times. In many cases the science behind the listing has been questionable at best and is often out right fraudulent. The act has been used to deny owners the use of their property. It has held up governmental projects with the only beneficiary the attorneys. It has cost property owners untold amounts of money to protect species that are not endanger of extinction. And to top it off the law has not proven effective in preventing the extinction of animals that are actually in danger of extinction/
It has been my observation both as a student and the husband of a teacher that the person most responsible for the performance of a school is the principal. He or she is the CEO of that school the person who has or should have the most influence on the school. This is the person who sets or doesn't set the standard of performance. A good principal can make a school excellent. A poor principal lets a school drift or even worse is a negative influence by pursuing policy that gets in the way of effective teaching/training.

you appearelenty have not checked out vere many federaly managed projects. The norm is sloopy management, corruption, or out right negelect. Also it takes the land off the tax roll and puts it in the expense collum unless it is leased back for sume private sector use. This creates it's ouw problem in that renters almost never take as good care of property as owners. When the Federal government owns one third of the land area enough already. Take care of that.
