There needs to be thinking outside the box.
Here's my plan.
An update to the country's road infrastructure.
Remember slot cars ?
The power supply for those toys was NOT on board.
so....
We need small nuclear power plants at intervals along the road to power
a new breed of cars.
Advantage ? NO CO2 emissions, no fossile fuel dependancy anymore.

A computer system which knows each individual car and can control it.
A "new breed" car which has an on board computer system which communicates
with the main one.
Advantage ? No more speeders, no more slow-pokes, no more tailgaters,
a drastic reduction in accidents ! Even drunk drivers can travel alone safely !
No more inconvienient gasoline...

How far do US territorial waters extend ?
And do individual states OWN that limit
within the extent of their borders ?
Or, does the federal government collectively
control all territorial waters ?
If yes, than how can individual states refuse
to allow offshore drilling ?
And if no, how can Obama, by fiat, supercede
any state by banning offshre drilling ?
