They have wives and children. The majority of people who try drugs are not lifetime users. How many people under the age of 65 have not tried them? Even the FBI had to drop its policy regarding people who tried drugs in the past because it disqualified many of the best candidates.

Put the money into education or treatment programs. If someone steals to pay for drugs, charge them with theft its already illegal. The only thing prohibition does is create a black market where criminals thrive. We cannot afford to spend dollar for dollar with cartels.
