As a civil contract it's subject to redefinition by the state. In some societies marriage used to mean one man and two or more women (and in some still does), or marriage only between people of the same race. Marriage has ALREADY been "redefined" by the state, numerous times, in response to the needs and demands of the electorate, and changing ideas about what is right or wrong.
