No, that is not what Jesus taught. Charity was the word, not forced redistribution. Jesus implored his followers to personal action in the cause of charity and giving. He never advocated forcing other citizens to give money by rule of law. The "scriptural fact" you cite is not the teaching of Jesus. What you describe is a commune, and it is often paraded, falsely, as a teaching of Jesus. Further, if a commune is voluntary, then so be it. What the OTW gang, communists, socialists, etc all advocate is forcing the unwilling to participate in a commune scheme. That is greed, envy, stealing, and absolutely against the teaching of Jesus.

The simplest way to solve the problem is to empower the kids to deal directly with it. Bullying existed in the public schools system when I went through in the seventies, but it never got out of hand. Often a swift punch in the nose solved the problem. Organized bullying was taken care of by school administration. They are criminalizing the regrettable but normal behavior of children. That is the real crime here.
