The author is assuming that legalization of drugs would make them more prevelent. Tobacco is legal but the number of smokers decrease every year. The tax $$ from legal drugs could go toward treatment rather than the boondoggle we call the war against drugs. It would also dramatically decrease violence in our major cities and along the Mexican border.
