Mr. Boortz is really on to something here. He is way ahead of the pack on imagining the consequences of this decision. To the person below I would say that a tax penalty for something would become forcing rather than just encouraging if the penalty is high enough. Say it is high enough to send a person into bankruptcy for example. That leads to my main point: the real question is what will the government do to those who refuse to do the action, and can't pay the penalty? If it's a tax, that means they go to jail for tax evasion, does it not? Thus essentially the government can force you to do anything and penalize you with prison if you don't.
