Because FEDERAL LAW required the state to ASK for FEMA to come in. The feds aren't allowed to come in and take over a state.
What about the hundreds of people in Mississippi who died? What about the towns that were wiped off the map? A friend of mine from Biloxi said everyone in that town had a friend/family member who died. NOLA was on the DRY SIDE of the hurricane. MS and AL took the brunt of it. A 20ft section of bridge was wiped out in Pensacola. FEMA from FL had told Louisiana for years that they were unprepared. So while Blanco and Nagin fiddled, storm surge broke through old levees that everyone knew would never hold. If Katrina had hit NOLA straight on, it would have been much, much worse.
