Totally racist drivel. The reason black and hispanic students tend to have lower scores and struggle in secondary education is a cultural issue, not an intelligence issue. When education is stressed in the home, from the time a child enters school, that child has a far better chance of acheiving higher goals set in a secondary education environment.

Blacks and Hispanics as a group have a lower IQ than whites, Asians, and Jews. This does not mean they cannot be educated to their intellectual potential.
One in six blacks has the IQ of the AVERAGE white person. It's down hill from there. I'm not offended that Asians and Jews have a higher IQ than I do. But the correlation between success and IQ is too powerful to ignore. And affirmative action cannot hide the fact that stupid people given a pass academically with grades that are meaningless will someday be confronted with the ugly truth that they are not so bright.
Nevertheless, the Ashkenazi Jews (having the highest IQ of all) are nearly extinct. So intelligence is NOT a guarantee to success. Helpful, but not a guarantee.
