Pepper spray is designed for crowd control and self defense. If a crowd is unruly and cannot be controlled by verbal commands then use is considered necessary. To us it as a self defense products is a different issue. The use of an OC spray does not cause detrimental harm to the body and makes the situation more in the users favor.
