I was told by the Social Security Administration that no SS number could ever be canceled. It remains the unique identifier of a single individual. I inadvertently caused my brother-in-law to have two SS numbers, because when he immigrated to the U.S., he applied for a SS number, but when I helped him with his immigration paperwork, I applied for a SS number for him. It seems to me that any SS number(s) used by Obama could be traced back to their first use. If one (or all) were assigned to him originally, then no fault, no penalty. However, if one (or more) SS number can be traced to some other individual, then big fault, big penalty!
