39 deaths in 1972 from illegal abortions? I wonder how many [adult] deaths there have been each year due to "legal" abortions?

Oh, I forgot: the lower budget produced by saving money [and putting it into your own pocket] would become the next year's budget -- and with the same rules of course.

I am reminded of a proposal I heard several years ago from a frustrated taxpayer. "Set the rules for Congress so they must work within their budget or face serious consequences. If they come in under budget in a given year, the money saved is split evenly among all congressmen -- save 1 billion dollars and that puts almost 2 million into your pocket, each of you. If, however, you run over budget by even one dollar, well . . we line you up against the wall and shoot you! Or worse . . . we ban you from holding public office for the rest of your lives!" Carrot and stick approach is probably better than just paying more and hoping we get better quality people in office.
