Any criminal in his right mind is going to know where the cops are when they commit their cirmes. You don't see a guy walking down the street and finding a cop car, commits his crime do you? You will also note that a cop cannot do anything until there is a crime commited. So, until someone is dead or about to be, cops can't do anything.
