The Constitution says Congress shall declare war. Those sworn to uphold the Constitution have committed 500,000 troops in foreign lands without Congress declaring war.

I suggest that the way to decide whether or not President Obama is charismatic is in the behavior of others. No question, many millions of people behave toward President Obama as we expect people to behave toward a charismatic leader. That doesn't mean you do.
