There is no way to limit the Con Con. We would be stuck with what ever came out of it.

As to ratifying it, I believe that the original one was ratified under it's own rules rather than under the Articles of Confederation which we were under at the time.

We would be better off starting over with a new congress and putting some restrictions on their actions.
1. No new laws without getting rid of 10 old laws.
2. The supreme court must review every law passed to rule if it is Constitutional.
3. Congress is in session for 30 days and 30 days only.
